The question I ask every client about fire detection is always the same: "Has your insurer explained what happens after a fire if your system isn't compliant?" The answer is almost always no. This guide fills that gap.
1. The legal framework: two texts every owner should know
Executive Decree No. 14-199 of June 29, 2014 sets fire-risk prevention rules for buildings open to the public — hotels, clinics, schools, shopping centers, and any facility hosting more than 50 people. It mandates a compliant Fire Safety System (known by its French acronym, SSI).
Algerian standard NA 1158 (modeled on French standard NF S 61-931) defines SSI categories from A (most complete) to E (most basic) based on building type and size.
What that means in practice: a private clinic without a compliant SSI can be denied its operating license by the health authority. A hotel without one can be administratively shut down after inspection. And an insurer can legitimately refuse a claim if the installation wasn't compliant at the time of the incident.
2. Conventional vs addressable: the key technical decision
A conventional system divides the building into zones. When a detector triggers, you know the zone — not the specific device. For a 3,000 m² building split into 8 zones, that's 375 m² to search to find the source.
An addressable system gives every detector a unique address. The panel reports "Detector 47, corridor B, level 3." For hotels, clinics, and institutional buildings, addressable is the only serious option.

3. Detector types: matching the device to the zone
This is where real expertise shows. The wrong detector creates constant false alarms — or worse, no detection at all when it matters.
- Optical smoke detector — offices, corridors, hotel rooms, archives. Catches slow-developing smoke (a burning plastic cover, for example). Sensitive to cooking vapor — never install in a kitchen.
- Heat-rate-of-rise detector — commercial kitchens, boiler rooms, technical spaces. Triggers on rapid temperature rise, unaffected by steam or cooking smoke.
- Multi-criteria detector (smoke + heat) — entrance halls, covered parking. Combines both technologies to cut false alarms while keeping sensitivity high.
- CO detector — enclosed parking, gas boiler rooms. Mandatory anywhere combustion vehicles operate in a covered space.
4. What a professional SSI actually costs in Algeria
I won't quote a price without seeing the building — and you should be skeptical of any installer who does. But here are realistic ranges:
- 1,000 m² clinic (category B, addressable): 350,000-550,000 DZD installed, including panel, detectors, sounders, manual call points, and fire-rated cabling.
- 40-room hotel (category A, addressable): 800,000-1,400,000 DZD depending on architectural complexity.
- 500 m² corporate office: 180,000-280,000 DZD.
Fire-rated cable (CR1-C1) is mandatory — it keeps circuit integrity intact for one hour at 750°C. It costs roughly three times more than ordinary cable, and some installers cut corners here first. It's the first thing I check when auditing an existing installation.
