What Decree 09-410 actually covers
The decree governs four activities related to surveillance: importation, sale, installation, and maintenance/repair of equipment. Each requires a specific licence issued after the Ministry of Interior reviews the file. The Type 1/A licence held by EURL Sidouni Technologie since 2013 covers installation, maintenance and repair — the three activities involved in any standard CCTV project.

Why this is routinely overlooked
A significant share of active CCTV installers in Algeria do not hold this licence. The lower price they offer masks a risk the buyer usually discovers too late — at the time of an inspection or dispute, not at the time of signing.
