CFO refers to power systems — the electrical backbone of a building. CFA refers to low current systems — communication, data, security and automation. A complete project combines both. But behind each acronym are concrete decisions that shape cost, compliance and the lifespan of your installation. Here's what each term actually means — not as it appears in a handbook, but as it matters on a construction site.
CFO — power systems: what it means in practice
MDB (Main Distribution Board) — the electrical heart of the building, where utility supply enters and distributes to all circuits. Its sizing is not a formality: an undersized MDB guarantees a tripped breaker the day everything runs at once. Oversizing means paying for capacity you'll never use. Correct sizing comes from a serious load balance.
Power load balance — the calculation that precedes everything else. It inventories every piece of equipment with its actual consumption (not nameplate rating) and models the worst-case simultaneous load scenario. It determines the panel size, supply cable, and the capacity of any UPS or generator if redundancy is required.
Load shedding — the automatic disconnection of non-priority circuits under overload or generator operation. In a hotel, service outlets are shed before corridor lighting. In a clinic, general lighting is shed before the operating theatre. The shedding order is programmed — and must be decided before construction, not improvised afterward.
Earthing and equipotential bonding — the system that protects people and equipment against insulation faults. In a healthcare facility where sensitive equipment is connected to patients, this is a strict regulatory requirement. In a data centre, it protects servers against electrostatic discharge.
CFA — low current systems: what it means in practice
VDI (Voice-Data-Image structured cabling) — the cabling layer that carries the IT network, IP telephony and video. When someone mentions Cat.6A cabling, they're talking about VDI. The quality of VDI determines network performance for the next 15 years: cabling undersized today constrains equipment that doesn't exist yet.
FAS (Fire Alarm System) — distinct from CCTV, frequently confused with it. A FAS includes detection (smoke, heat, gas), alarm (manual call points, sounders) and safety control (smoke extract, fire doors). It's a regulatory requirement for any building open to the public.
Access control — management of physical access by card, biometrics or code. It coordinates with CCTV without being the same system. A card opening a door can simultaneously trigger an image capture — but that requires integration designed from the study phase, not bolted on afterward.
BMS / Home automation — building management: centralised control of lighting, HVAC, and blinds. In a hotel, it cuts the air conditioning when the room is vacant. In a corporate headquarters, it adjusts lighting to natural light levels. BMS is not a gadget — it's a measurable reduction in the energy bill.
Two terms that cause confusion in tenders
"Intercom" is frequently confused with "access control." Intercom enables communication (see and speak) — access control grants or denies entry. The two can be combined on the same terminal, but they are distinct functions with different installation requirements.
"Automation" is frequently confused with "IT network." Automation controls physical actuators (outlets, relays, blind motors) — the network carries data. Both coexist in the same building but on different protocols. Confusing them in a specification produces bids you cannot compare.
What this vocabulary changes in a tender
A contractor responding to a "VDI" lot with no cable category specified can deliver Cat.5e where you expected Cat.6A. A contractor responding to a "security" lot with no distinction between FAS and CCTV can include one and exclude the other. Precise vocabulary in a specification isn't technical pedantry — it's what makes bids comparable and contracts defensible.

Should the CFO and CFA lots be separated in a public tender?
Yes. They are distinct trades with different regulatory frameworks. Merging them into one lot makes bid evaluation harder and accountability less clear if there's a dispute.
What is "FLUKE certification" that some contractors mention?
It's the compliance test for a network cabling installation, performed with a certified measuring instrument. It verifies that each outlet meets ISO/IEC 11801 parameters (attenuation, crosstalk, length). Without it, you have installed cabling — not certified cabling.
Does Decree 09-410 apply to home automation?
Not directly. The decree covers video surveillance. But an automation installation that integrates cameras falls within its scope for the video component.
