Every building project in Algeria eventually runs into the same two French acronyms: CFO and CFA. Power and low current. Most people nod along without really knowing where one stops and the other starts — and that gap in understanding is exactly where projects go over budget and over schedule.
I've spent over a decade designing both sides of this equation for hospitals, hotels, corporate headquarters and private villas across Constantine. Here's what actually matters, stripped of the textbook language.
1. Power systems (CFO): the part that keeps the lights on
CFO — Courant Fort, "strong current" — is everything that physically delivers electricity through your building. If it carries enough current to hurt you, it's CFO.
What sits inside the power envelope
- The main distribution board (MDB) — the single point where utility power enters the building and gets split into manageable circuits. Everything downstream depends on this being sized correctly the first time.
- Sub-distribution boards — one per floor or zone, breaking the load down further.
- Final circuits — the wiring, sockets, and switches that actually reach a desk, a fridge, or a server rack.
- Backup power — generators, UPS units, automatic transfer switches. In Algeria, this isn't a luxury line item. It's the difference between a clinic that keeps running during a Sonelgaz outage and one that doesn't.
- Lighting — general, exterior, and emergency/exit lighting, which has its own code requirements.
Why this matters in Algeria specifically: grid outages are a planning assumption here, not an edge case. Any serious commercial building needs a generator sized for real load, an automatic transfer switch, and a UPS layer for anything that can't tolerate even a two-second gap. Skipping this is the single most common regret I hear from clients a year after handover.
2. Low current systems (CFA): the building's nervous system
CFA — Courant Faible, "weak current" — covers everything that moves information rather than energy. Low voltage, but high consequence if it's badly designed.
What falls under CFA
- Video surveillance — IP cameras, NVRs, remote viewing. In Algeria, this category is specifically regulated (more on that below).
- Fire detection and alarm (SSI) — smoke and heat detectors, sounders, control panel. Mandatory in any building open to the public.
- Access control — badge readers, biometrics, motorized doors and turnstiles.
- Structured network cabling — Cat.6/6A, switching, professional WiFi, IP telephony.
- Building automation (BMS/home automation) — centralized control of lighting, HVAC, blinds and security from one interface.
- Centralized audio-visual (SMATV) — satellite reception and TV distribution, typically for hotels and large residences.
- Nurse call systems — bedside call buttons and bathroom alarms in clinics and hospitals.
3. Why separating these two systems is a mistake almost every time
The instinct on most Algerian construction sites is to hire an electrician for CFO and a separate "low current guy" for CFA. I understand the logic — it looks like it splits the risk. In practice, it does the opposite.
- Cable routing conflicts. Power and data cables can't share a path without proper separation — electromagnetic interference is real, not theoretical. If nobody is coordinating both trades from day one, you get crosstalk, dropped network packets, and camera feeds that glitch every time the AC compressor kicks on.
- Undersized technical rooms. If the architect and the two separate contractors never sit in the same room, the technical closet ends up sized for whichever system was designed first. The other one gets crammed in — or worse, relocated after the walls are already up.
- Nobody owns the problem. The day something breaks at the interface — a camera that loses power when the breaker trips, a server room that overheats because nobody coordinated the HVAC with the IT load — you get two contractors pointing at each other. The building owner is the one left waiting.
- You pay for the coordination gap. Two studies, two site mobilizations, two final inspections. Coordinating between two disconnected trades costs more than having one team responsible for both from the start.
The fix: a single CFO/CFA integrator who designs both systems together from the study phase. Cable pathways get planned once. Technical rooms get sized for everything they'll actually hold. And there's one contract, one warranty, and one phone number to call if anything goes wrong.
4. The regulation nobody mentions until it's too late
Algeria's Executive Decree No. 09-410 of December 10, 2009 requires anyone who imports, sells, installs, maintains or repairs video surveillance equipment to hold a license issued by the Ministry of Interior. This isn't a minor administrative detail — it's enforceable, and project owners are the ones who end up exposed.
If you hire an unlicensed installer, your CCTV system is, on paper, illegal. You can be ordered to remove it at your own cost. For public tenders, the license is a mandatory document in the bidder's file — no license, no qualification, full stop.
5. Applications by sector — what changes from one building type to the next
Corporate headquarters
Typical setup: an MDB with UPS backup, structured Cat.6 cabling with managed WiFi, licensed CCTV, badge-based access control, and a wireless intrusion alarm. Floor-by-floor zoning for lighting and HVAC if the building has more than two levels.
Hotels
The expectations are international even when the construction isn't. Centralized satellite TV across every room, hotel-wide WiFi with central management, room automation for lighting and climate, and CCTV covering every entrance, corridor and parking area.
Clinics and healthcare facilities
This is where CFO/CFA stops being theoretical. Backup power for operating theatres and ICU is non-negotiable. Wireless nurse call, addressable fire detection, and biometric access control for the pharmacy are standard on any serious project.
Public institutions
Public procurement in Algeria demands paperwork that matches the installation exactly: execution plans, as-built drawings, commissioning reports. Anything less and the file gets rejected before the technical evaluation even starts.
Luxury villas
Residential automation is where this sector is growing fastest in Algeria — full control of lighting, climate, blinds and security from a phone, multi-room audio, home cinema, and perimeter CCTV.
6. What to check before signing anyone
- The CCTV license. Ask for it before you sign anything. Don't accept "we'll get it sorted."
- Real CFO/CFA capability. An integrator who only does one side will outsource the other — and you lose the coordination benefit you were paying for.
- Verifiable references in your sector. A team that's wired a hospital understands sterile-zone constraints. A team that's only done offices doesn't.
- A documentation trail. Execution plans, as-built drawings, commissioning reports, user manuals. Without this paperwork, future maintenance becomes guesswork.
- After-sales availability. Technical systems need maintenance. Ask who answers the phone in year three, not just at handover.
Bottom line
Power and low current aren't two separate projects bolted together — they're one technical infrastructure that happens to use two different voltage classes. In Algeria, where CCTV licensing is enforced and public tenders demand airtight documentation, the choice of integrator isn't a line item. It's a decision that determines whether your building works the way it's supposed to for the next fifteen years.
